If your home has a Federal Pacific Electric (FPE) or Zinsco panel, most electricians will recommend replacing it. Both brands have a long record of breakers that may not trip when they should, which is the one job a breaker has. A panel can work for decades and still fail on the day it is needed, so the safe move is to have it checked and plan a replacement.

Why Federal Pacific Panels Are a Concern
Federal Pacific Electric panels were installed in a great many American homes from roughly the 1950s into the 1980s. Their Stab-Lok breakers have been the subject of years of reports and testing that found some breakers may fail to trip under an overload or short circuit. The U.S. Consumer Product Safety Commission investigated in the early 1980s but did not issue a recall, so there was never an official replacement program. The concern has stayed, and many electricians and home inspectors flag these panels on sight.
Why Zinsco Panels Are a Concern
Zinsco panels, also sold under the Sylvania name, were common in the same era. The known problem is that breakers can overheat and fuse to the bus bar they plug into. A breaker stuck to the bus may not trip and cannot be removed cleanly, and the heat damage is often hidden behind the panel cover.
How to Tell If You Have One
- Federal Pacific: look for "Federal Pacific Electric," "FPE" or "Stab-Lok" on the panel door or label. The breakers often have a red or orange stripe on the handle.
- Zinsco or Sylvania-Zinsco: look for the name on the label. The breakers are often thin and brightly colored, in shades such as blue, red or green.
- Not sure: take a photo of the panel label and the breakers and send it to an electrician. Do not remove the panel cover yourself.
Warning Signs in Any Older Panel
- Breakers that feel warm, look scorched or buzz.
- A burning smell near the panel.
- Breakers that trip often, or never trip even when a circuit is clearly overloaded. See why a breaker keeps tripping.
- Rust, corrosion or water marks inside or around the panel.
- Flickering or dimming lights when large appliances start.
Insurance and Home Sales
Some insurers do require replacement of outdated or recalled panels, including Federal Pacific and Zinsco. These panels also come up often on home inspection reports, which can slow a sale. We can help with the documentation your carrier needs once a replacement is done.
What Replacement Involves
Replacing a panel means removing the old enclosure and breakers, installing a new panel with new breakers, reconnecting each circuit, and bringing grounding and bonding up to current requirements. Most panel replacements take a single day with limited power-off time. We pull the permit, coordinate the utility disconnect and reconnect, and schedule the inspection.
It is also a good time to think ahead. If you plan an EV charger, a generator or a pool, a panel upgrade to more capacity can be done in the same visit. See electrical panel replacement for more on the process, or book an electrical inspection if you want the whole system checked first.
